The Carroll County Sheriff’s Office deployed the system to monitor the blast zone, coordinate operations from a safe distance, identify hazards, and provide aerial intelligence during a several-day, multi-agency response in a hazardous environment.
Investigators determined that approximately 10,000 pounds of RDX-TNT charges, contained in small neon-green units resembling hockey pucks, had been scattered across wooded terrain, roadways, and access routes. Many remained thermally active for days, creating an ongoing risk of secondary explosions.

The scale of the incident required coordination between federal investigators and regional partners, making continuous situational awareness across the affected area a critical requirement that could not be met by ground patrols alone.
Aerial Deployment & Operational Impact
Operating from a nearby staging area approximately 0.2 miles from the site, Vesper was rapidly deployed to deliver real-time aerial visibility despite limited connectivity and 8 to 15 mph winds.
Its capabilities, including thermal imaging, low-light performance, extended flight endurance for persistent aerial coverage, rapid deployment, and low acoustic signature, enabled responders to monitor the perimeter, identify hazards, and track evolving conditions. The platform is Blue UAS-cleared and NDAA compliant, meeting federal and public safety procurement requirements.
As operations continued into nighttime hours, Vesper’s thermal imaging allowed investigators to detect heat signatures, identify potential hotspots, and observe structural details that would have been difficult to assess from the ground.
Across the multi-day response, the system improved responder safety by reducing exposure to hazardous areas, increased operational efficiency through rapid aerial sweeps of large areas of terrain, and enabled discreet monitoring during sensitive investigative activities.
